In a new article in Inside Housing PERU’s Dr. Chris O’Leary explains that the rough sleeping population is not homogenous, nor is it static. Yet the Government’s rough sleeping strategy assumes a single, time-limited splurge of funding can eliminate rough sleeping for good.

Chris arges that what is needed is a much more radical and transformative approach than the one currently on the table. We need to innovate. We need to recognise that different groups of rough sleepers need different policy solutions. And we need to recognise that we will need to review and reshape the strategy repeatedly.
