In a new paper published by Her Majesty’s Inspectorate of Probation, PERU’s Kevin Wong argues that probation provision is complex, delivered by a wide range of providers dealing with diverse service users and performing differing functions.


Reoffending as an outcome measure is therefore insufficiently nuanced to reflect this. Instead he suggests that a range of measures are required.  These should be tailored to the type of service being delivered and their intended ‘intermediate’ outcome, making them as meaningful as possible for each provider. Doing this offers a more complete and nuanced picture, helping to overcome the limitations of each measure on its own.
