The Accord Programme is a whole system approach to sex offender management being trialled by Greater Manchester Police (GMP) with funding from the Home Office.  The programme is a response to the rise locally and nationally in the numbers of sex offenders, sex offences and victims arising from historical reports and an increase in detected online offending.  It has been commissioned by the Greater Manchester Combined Authority, the Office of the Deputy Mayor for Policing and Crime and Greater Manchester Police

What is the need?

The evaluation is intended to examine how specific elements of the programme are working and provide the commissioners with recommendation for future policy and practice.

What are we doing?

We are scoping out, analysing and evaluating the following elements of the ACCORD programme;
• Active Risk Management System
• Electronic monitoring
• Tameside Pilot
• Tameside Libraries – Online safety training

What will be the outcomes?

Capture learning to enable GMP and local partner agencies to more effectively manage sex offenders.

What are the timescales?

The evaluation was completed March 2018.
