This paper explores the paradox that whilst the quantitative measures of prison performance\u00a0in relation to \u2018race relations\u2019 indicate substantial improvements in service delivery, more\u00a0qualitative measures of the quality of prison life appear to indicate little substantive\u00a0improvement in race relations. Using the underrepresentation of Black and Minority Ethnic\u00a0(BME) prisoners in accredited offending behaviour related prison programmes as a case\u00a0study to explore understandings of race relations, the paper reflects on whether the under\u00a0representation indicates the operation of racial discrimination by prison staff or a refusal to\u00a0participate by prisoners. It also explores other explanations for this phenomenon relating to\u00a0the enactment of positive ethnic identities and\u00a0 resistance to programmes that ignore such\u00a0identities.
