This article starts from the position that the Carter report\u2019s proposals for combining the\u00a0Prison and Probation Service into a single organisation with separate arms for\u00a0commissioning and providing services are basically sound, although there are serious\u00a0concerns about their implementation. Those concerns \u2013 the simultaneous pressure on\u00a0prison and probation resources, the uncertainty over what \u2018contestability\u2019 is to mean in\u00a0practice, the speed at which implementation is to take place, the detail which has still to\u00a0be resolved, the consultation which is needed \u2013 are clearly expressed elsewhere in this
\nvolume. This article acknowledges but will not try to repeat or assess those concerns. It\u00a0will instead examine two related issues which have not received much attention in the\u00a0report or the Government\u2019s accompanying statement, or in subsequent comment or\u00a0discussion.
