It considers the extent to which such developments can be\u00a0understood as one facet of a growing trend towards \u2018community justice\u2019 and an extending\u00a0network of community justice programmes. In doing so it explores the significance of\u00a0different interpretations of community justice as a concept and a strategy, from idealistic\u00a0formulations which emphasize social inclusion and positive involvement by local\u00a0communities, to those which see it as largely risk-focussed and exclusionary, linked to the\u00a0pervasive concerns about insecurity which have come to characterize late modernity. It is\u00a0noted that the involvement of local citizens in the social control of sex offenders has so\u00a0far been limited mainly to vigilantism and campaigns to expel them, and that criminal\u00a0justice agencies have generally tried to \u2018manage\u2019 their risk secretly, avoiding debate or the\u00a0release of information; however, the \u2018populist challenge\u2019 unleashed by the Sarah Payne\u00a0case cannot now be ignored, and some attempts have recently been made to develop\u00a0constructive dialogue about the nature and levels of risk and to involve community\u00a0members in decision-making and even the support of sex offenders.
