This article reports on the results of case study research into the implementation\u00a0and operation of a community court in an English city. The research was premised upon an\u00a0understanding of the likely challenges posed by the introduction of a new modality of\u00a0\u2018doing justice\u2019, as represented by community courts, with their more therapeutic and\u00a0restorative orientation and procedural differences to \u2018mainstream\u2019 summary justice. It\u00a0uncovered a number of implementation difficulties, including the unintended consequences\u00a0of decisions about the location of the court\u2019s jurisdiction; a lack of \u2018joined up\u2019 policy as\u00a0conflicting initiatives served to undermine the court\u2019s operation; and the resistance of\u00a0practitioners which limited the capacity of the court to engage in the teamwork requisite\u00a0for community courts. The article discusses these difficulties in the context of a critical\u00a0understanding of government policy-making, with its emphasis more upon political and\u00a0ideological symbolism than pragmatism.
